What is CIL?
The Community Infrastructure Levy (CIL) is a planning charge that Local Planning Authorities and the Mayor of London can set on new development to help pay for community infrastructure.
It offers transparency, consistency and fairness for all developers and local authorities.
The levy also balances the cost of funding infrastructure and the viability of development.
CIL Rate Review
We have reviewed the rate of CIL we charge and a new Charging Schedule was approved by the Council on 1 March 2022.
The new rate will come into effect for all planning permissions granted on or after 1 April 2022. It may also apply to later phases of phased schemes, depending on the interaction of regulation 8 time at which planning permission first permits development and regulation 40.

Who will pay CIL?
Barnet CIL Charging Schedule, was adopted on 1 May 2013.
All planning applications decided on, or after that date have been subject to the charge. The rates set out in that charging schedule will continue to apply to planning permissions granted before 1st April 2022.
The new Charging Schedule applies from 1 April 2022.
Barnet adopts the same Instalments Policy as the Mayoral CIL Charging Schedule, and has made Exceptional Circumstances Relief available.

Barnet CIL Rates (per sqm) from 1 April 2022

Residential including C2, C3 and C4 use classes and sui generis HMOs and other sui generis residential uses. Proposed amount is £300.
Hotels C1. Proposed amount is £200.09.
Retail (including former A1 to A5 uses). Proposed amount is £200.09.
Leisure (including former D2 uses and sui generis leisure uses). . Proposed amount is £0.
Employment (including former B use classes and / or B2 and B8 uses). . Proposed amount is £20.
All other uses. Proposed amount is £0.
The purpose of Barnet's CIL is to secure funding to help address the gap in funding for local infrastructure. The money raised by Barnet's CIL will be used to pay for infrastructure required to mitigate the impact of development across the Borough. The money can be used to fund new or safer road schemes, schools, health and social care facilities, park improvements and leisure centres.
Barnet updated the Planning Obligations SPD in April 2013. The document helps to clarify the site specific or local circumstances when Planning Obligations will be used.
Mayoral CIL
From 1 April 2012, the Mayor of London started charging CIL on development to help provide £300m towards the cost of delivering the Crossrail project, a strategic priority to support the growth and development in London.
From 1 April 2012 to 1 April 2019 all chargeable development in Barnet paid a flat rate of £35 per square metre - *Nil rate for Health and Education uses.
The Mayor increased the rate to £60 a square metre for planning permissions granted from 1st April 2019.

About the Infrastructure Payments Policy
Council approved the Infrastructure Payments Policy on 1 March 2022.
Infrastructure payments have been allowed from 1 April 2022.
If developers wish to make payment in kind through infrastructure payments they should discuss this with their planning application case officer and email cil@barnet.gov.uk for further advice.
Annual CIL Rate Summary
We are required to publish an annual report that sets out CIL rates and indexation for the current financial year. All CIL payments are indexed from the year the relevant charging schedule was adopted to the year planning permission is granted, the regulation 121C sets out the applicable rate.

We are required to publish an annual report.
This report sets out the types of infrastructure that the Charging Authority thinks will be or may be funded by CIL and a report about CIL and planning obligations for the past financial year.
