Selection criteria for locally listed buildings
The Local Heritage List is a schedule of non-designated heritage assets which contribute to the Borough’s heritage and character. The Local Planning Authority produce the list under advice received from Historic England. It supplements the Statutory List of buildings of special architectural or historic interest made up of buildings of national importance.
The two lists provide a comprehensive inventory of the Borough’s historic buildings.
Buildings included in the Statutory List have a statutory protection beyond that of normal planning control. Buildings included in the local heritage list do not.
In exercising planning control, it is the Local Planning Authority’s intention to protect listed assets in line with their significance. There is a presumption in favour of retaining these buildings and structures. The Council adopted policies targeted at such buildings in its Local Plan in September 2012.
London Borough of Barnet, Historic England, local history and conservation societies and private individuals nominated the Buildings included in the Local Heritage List.
Criteria for local listing
The criteria have been developed using national guidance in an attempt to recognise those heritage assets of local importance. The criteria were subject to public consultation and have been formally approved.
Heritage assets should be of architectural or historical interest, or both.
They should then fit into one or more of the following General Principles of Selection:
- Age and rarity
- Aesthetic merits
- Landmark qualities
- Intactness (state of originality)
- Group value
- Social and communal value
It is hoped that local listing will afford a better appreciation of the quality of individual buildings of heritage interest within the Borough and stimulate a greater appreciation of Barnet's historic environment.
We update the Local Heritage List every 3 years. The review process starts with an initial assessment of all nominations. If it is considered that a nominated building or structure meets the local listing criteria, formal consultation will be undertaken with the owner/occupier.
