Council consultations relating to the redevelopment of the Great North Leisure Park

Thisrequest is made under the provisions of the Freedom of Information Act and all other relevant legislation and is submitted on behalf of Friern Barnet & Whetstone Residents' Association. This request concerns the Great North Leisure Park, High Road Finchley N12 ("GNLP"),the freehold interest in which is owned by the Council. In December 2022 to February 2023 the Council carried out a public consultation on the location for a replacement leisure centre and another in June- September 2023, this time about the mix of facilities at a new centre. These are listed on the Council's "Engage Barnet" website. The questions on which we would like replies are - 1. On what date did the Council enter into the legal agreement with Regal to change the provisions of the lease/to replace the lease(s) of the GNLP so as to permit ( whether or nor subject to conditions) the use of the GNLP ( or parts of it) for residential purposes ? 2. What public consultations (if any) were carried out by the Council to find out what residents of the Borough thought about the loss of the cinema and bowling facilities at GNLP that will follow from its redevelopment for residential use? Please note that the 2022 and 2023 consultations mentioned above did not ask this and that consultations carried out by the Council in its capacity as planning authority and consultations by or on behalf of Regal do not fall within the scope of this question, and should be ignored for the purpose of replying to it. 3. As freeholder the Council, in that capacity, had full control over any change to residential use. Which Councillors ( or Council Committee) or Council officers made the decision ( whether expressly or by necessary implication) that, without consulting residents of the Borough about the loss of the cinema and bowling facilities at GNLP, there should be put to Cabinet/ Council Committee (as appropriate) a proposal that the Council as landowner (not as planning authority) should enter into the legal agreement with Regal which would include provision to change the provisions of the lease(s)/ to replace the lease(s) of the GNLP so as to permit the use of the GNLP ( or parts of it) its use for residential purposes ? When was that decision made? Please provide copies of the documents recording that decision and any discussion of it prior to the time it was made and of any reports or papers written for the purpose of informing that decision.
