Watling Avenue Car Park, Burnt Oak Library and 41 Barnfield Road HA8 0AY Planning Application ref 24/4556/FUL

Under the Freedom of Information Act/Environmental Information Regulations, I would like to request information regarding the:- planning application for 'Watling Avenue Car Park, Burnt Oak Library and 41 Barnfield Road HA8 0AY' (under reference no. 24/4556/FUL) and/or- screening opinion for the 'Car Park Site Watling Avenue Edgware HA8 0LD' (under reference no. 23/3545/ESR).Both 24/4556/FUL and 23/3545/ESR are referred to as the 'proposed development' below.Please supply:1) Details ofa) dates and attendees of pre-application meetings held (whether in person, online, over the telephone or via other media) between LBB officers or counsellors with the developer BY Development Limited (T/A Linkcity) or its professional associates in relation to the proposed development; plusb) the notes for the advice provided by LBB to the developer (or associates) in relation to the proposed development during the meetings referred to in 1a), above.2) Copies of any other documentation containing pre-application advice provided by the Council to the developer in relation to the proposed development.3) A copy of the 'Technical Note' which underpinned/supported the developer's EIA Screening Request of August 2023 (23/3545/ESR).4) Minutes of all Quality Design Review Panels associated with the proposed development.5) A statement as to whether the 'Map' tab on the planning portal for 24/4556/FUL is correct (given that it scopes in an additional strip of public land other than that already approved for disposal during the Housing & Growth Ctte of 14 Jun 2021.[NB: the 'Map' tab for 23/3545/ESR is consistent with the areas of land discussed in the aforementioned Ctte.]6) The name of the Funding (e.g. Annuity) Partner for the proposed development, referred to, but not named in, the minutes of the Housing & Growth Ctte of 14 Jun 2021 and / or the names of any new funding partners subsequently expected to be party to the proposed development. [NB: PWLB appears to be used as a proxy funder in the document, while a known funder is disclosed in the minutes relating to the Northway Fairway disposal agenda item from the same Ctte.]7) Confirmation as to whether the proposed development is associated with a 'sale and leaseback' or a 'lease and leaseback' arrangement or both.[NB: both terms are used in the Housing & Growth Ctte of 14 Jun 2021.]8) A copy of LBB's invitation for Expressions of Interest placed in the Estates Gazette during spring/summer 2020 to which the developer responded in relation to the proposed development.9) A copy of the generic rubric/marking system used to review responses to the Expression of Interest (mentioned in 7, above). [NB: I am not requesting for the actual marks awarded to the developer.]10) How the count for the number of 'consulted' persons (shown on the planning portal on the 'Public Comments' tab as '1372', as at 06/12/2024) was determined in relation to 24/4556/FUL.
