The London Plan Policy SI 1 - Improving Air Quality

The London Plan Policy SI 1 - Improving Air Quality requires development proposals to be Air Quality Neutral (AQN). The Mayor of London has produced AQN guidance, this includes benchmarks for transport and building emissions against which development proposals are assessed. If these are not met, then the developers need to provide air quality mitigation measures or an offsetting payment which is based on the air pollution damage costs for the quantity of pollutants emitted. Please can you provide the following information for your local authority:1.The total amount received in the financial year 2022-2023 by your local authority under the offsetting payment option in the AQN guidance;2.Whether the payments received are kept ring fenced to fund air quality improvement projects and if so, the total amount available at the end of the financial year 2022-2023 within this ring fenced fund; and3.Details of the five largest projects (by cost) funded by the offsetting payments received in the year 2022-2023.
