Integrated offender management (IOM)
IOM is nationally recognised and endorsed by the Prison and Probation Service and the Ministry of Justice as a key effective model to reduce crime and reoffending.
IOM is a focussed and coordinated multi-agency partnership approach that oversees, supervises, manages and positively impacts the criminal activity of offenders.
Barnet Council works within The London Mayor’s Office for Policing and Crime (MOPAC) Managing Persistent, Violent Offenders Operating Framework. This Operating Framework has been developed in consultation with key partner agencies.
Expert partners work jointly to manage offenders that need an IOM approach.
Why IOM is needed
Persistent offenders are a relatively small proportion of the overall group of adult offenders (about 10% of those under active supervision in London). However, due to their pattern of repeat offending they cause a large amount of physical, psychological, social and financial harm:
- the estimated national economic and social cost of reoffending was £18.1 billion in the year 2016 to 2017
- the majority of this cost is incurred by adults with previous prison or court order sentences
- adult reoffending costs London £2.248 billion per year
- in London 29% of convicted offenders are prolific offenders
- persistent offenders commit over 75% of adult reoffending, Adult offenders with 11+ previous offences make up 38% of all adult offenders, but they commit over 75% of all adult reoffending
- persistent offenders in London are becoming more violent, meaning more harm is being done to victims and communities by this group
