About resident parking permits
If you live within a Controlled Parking Zone (CPZ) you will need a residents parking permit to be able to park your vehicle in a Permit Holders Only or Residents Permit Holders Only space within the controlled hours.
Signs on the street will give more information about the zone and its operating hours.
Resident permits are virtual, which means you do not need to display anything in your vehicle. Your permit is electronic and is associated with your vehicle registration number.
Patrolling Civil Enforcement Officers will be able to view your permit on their handheld computers.
You can apply for a 12 month or a 3 month permit.
You will receive email renewal reminders in advance of the permit expiry date.
Households can hold up to a maximum of 4 resident permits at any 1 time.
Applying for a resident permit
To apply for a resident permit you will need:
- proof of address
- proof of vehicle ownership
- a valid email address
- your credit or debit card details, we do not accept AMEX
Proof of address
One copy of the following is accepted as proof:
- your council tax demand for the last 12 month period
- your rent agreement for the last 12 month period
- a solicitor's letter showing the house purchase completion date
- 2 utility bills from different suppliers dated and showing your name and address. These must be from within the last 12 months. They must not be mobile phone bills
- drivers license clearly showing your name and address within the Controlled Parking Zone (CPZ)
Alternatively, you can consent to an address validation check which will be carried out by Experian during the application process. This check will not affect your credit score but will appear as a search by NSL Ltd on your credit file.
Proof of vehicle ownership
Cars registered at the permit holder’s address
One copy of the following accepted proof:
- vehicle logbook (V5C) registered in the same name and address in the (CPZ) as the residential applicant. We do not accept the new keeper supplement (V5C/2)
- insurance policy schedule showing your name as the main policy holder with the vehicle insured at the same address in the (CPZ) as the residential applicant. We do not accept the certificate of motor insurance
- copy of the Motability agreement schedule clearly showing the vehicle registration number, which is registered in the same name and address in the (CPZ) as the permit holder
- if you have a private vehicle registration, we will need you to provide a copy of the certificate of entitlement (V750). Your certificate of entitlement is provided by the DVLA (Driver and Licensing Agency).
- if you have a foreign vehicle, we will need you to provide the vehicle registration document (equivalent of the UK vehicle logbook (V5C) document).
Cars not registered at the permit holder’s address
If you have a company car, we need a signed and recently dated letter from your employer on headed company paper. The letter must state:
- your full name
- that you are an employee of the company
- your vehicle registration mark
- your full address in the CPZ where the vehicle is kept overnight
If you have a long term lease or hire vehicle, we need a recently dated copy of the agreement on headed paper. The agreement must state:
- your full name
- your vehicle registration mark
- the length and terms of the agreement
- your full address in the CPZ where the vehicle is kept overnight
We may contact you to provide further evidence at a later date for fraud audit purposes.
Accepted document formats are PDF, JPG, JPEG or BMP.
Temporary resident permit
You should apply for a temporary permit if you’ve:
- recently moved to an address in Barnet that is in a CPZ
- moved to another address in a CPZ and are waiting for your proof documents
- changed your vehicle and are waiting for your proof documents
This permit is free of charge and will provide you with 14 days cover for your vehicle whilst you are awaiting your proof documents.
Temporary resident permits are only issued once and cannot be extended.
Changes to your parking permit or account details
If you need to:
- Update your contact details
- Update your address details
- Change your vehicle or vehicle registration number
Or if your main vehicle is being serviced or repaired and you need to apply for a temporary change of vehicle.

Foreign vehicles
If you own a vehicle that is registered in another country and you plan on keeping the vehicle for more then 6 months you will need to register your vehicle with the DVLA (Driver and Vehicle Licensing Agency)
We can issue you with a parking permit for a 12 month period but will need you to provide the vehicle registration document (equivalent of the UK vehicle logbook (V5C) document).
If the Co2 emissions are not mentioned in the vehicle registration document then the permit charge would need to be based on the vehicle’s engine size.
Once you have registered the vehicle in the UK you must upload the updated vehicle document to your permit account.
When you add the vehicle registration number to the permit account please ensure that you do not use hyphens at any point. For example, TE51ST instead of TE-51-ST.
Renew a resident parking permit
We will send you email reminders 4 weeks, 2 weeks and the day before your current permit is due to expire. Follow the link in the email to renew your permit.

Please check your spam and junk folders before contacting us.
The renewal process allows you to renew your permit on the same payment scheme as your current one (every 12 months or every 3 months).
If you wish to change payment scheme you will need to apply again.
We may request current proof if you have renewed your parking permit for 3 or more subsequent years since it was first provided. If this is the case it will show 'expired' next to the document type or proof being requested.
Please note that the price shown under the Permit Details tab in your NSL Apply parking permit account is reflective of the previous charging period and the price shown under the Renew tab is reflective of the current charging period. Therefore, please view the current charge listed under the Prices section of this webpage prior to renewing your parking permit.
Cancel your permit
If you no longer require your permit, you can cancel the permit in your account.
Once cancelled, a pro rata refund will be calculated from the date the permit has been cancelled on the system.
The refund should automatically be credited back to the payment card within 14 working days.
If, for any reason the refund has not been credited back to the payment card within this time frame, then please contact us by email at parking.clientteam@barnet.gov.uk to arrange an alternative refund method.

Permit prices are based on the engine size and emissions of your vehicle.
For vehicles registered before 1 March 2001, or where the CO2 emissions is not documented, the permit price is based on the vehicle engine size.

Please be advised that the NSL Apply parking permit system may send a request to authenticate your payment, for example via your banking app. Therefore, it is important that this authentication is completed to ensure that you successfully complete the purchase of your parking permit.

Payment Methods
Pay Now
If this payment method is selected at the point of a new parking permit application. A pop up window will appear prompting you to manually enter the card payment details and submit the payment at that point. For any future changes of vehicle on that given parking permit application where a surcharge is automatically generated. This amount will automatically be debited from the card used for the initial payment. You will not receive any pre-notification of this by email.
Online After Approval
If this payment method is selected at the point of a new parking permit application. You will not be prompted to enter any card payment details. Instead, after submitting the parking permit application, you will receive an email to notify you that the application (once approved) is ‘waiting for payment’. You will then be prompted to log into your NSL Apply Parking Permit account to make a payment to activate the permit.
Use Registered Card
You can register a payment card in the ‘manage account’ section of your NSL Apply Parking Permit account. If this payment method is selected at the point of a new permit application, this means that the payment will be taken from the registered card (providing the card has sufficient funds and has not expired). For any future changes of vehicle on that given parking permit application where a surcharge is automatically generated. This amount will automatically be debited from the registered card. You will not receive any pre-notification of this by email.
7+ Seater vehicle reduction
If your vehicle has 7 passenger seats or more, you can apply for a reduction on your permit price.
The discount only applies if your vehicle falls into band 7 to 14. The discount does not include any supplements which apply if your car is a diesel vehicle or any additional vehicles.
The discount only applies to active permits only and not expired periods or permits. We will not back date any refunds for expired periods or permits.
To request the partial refund, you need to first of all apply or renew your parking permit, pay the full price, and then email us to request your partial refund.
You will need to provide proof that the vehicle has 7 or more seats for your partial refund to be processed. The information can be found in your vehicle logbook (V5C) or in your insurance policy schedule. If you cannot find any reference to the number of seats, then please provide us with photos of the front profile (including the vehicle registration mark) along with side profile photos of the vehicle clearly showing that there are 7 or more seats.

Terms and conditions of use
- Only the resident can apply and purchase a Residents permit for their address that falls within the eligible property ranges of a Controlled Parking Zone (CPZ) as stipulated within the relevant traffic order.
- Resident permits are issued as a virtual, electronic permit which are valid for a specific vehicle.
- It is the responsibility of the permit holder to ensure that they supply the correct vehicle registration mark when applying for their permit.
- The maximum number of resident permits which shall be issued to any household at any one time shall be 4.
- Resident Permits are only valid in Permit Holders Only or Resident Permit Holders Only parking places within the CPZ with the same zone identified letter(s) associated with the permit and shown on the time plate.
- Resident Permits are not valid in any other parking space or place other than the Permit Holders Only or Residents Permit Holders Only spaces.
- The issue of a Residents permit does not guarantee the availability of a parking space nor does it render the Council subject to any liability in respect of loss or damage to any vehicle in a parking place or the contents or fittings of any such vehicle.
- Failure to have a Residents permit valid during the controlled hours of the given CPZ may result in a Penalty Charge Notice (PCN) being issued to the vehicle.
- Parking places may be suspended by any person duly authorised by the Council or the police. Do not park in a parking place where signs indicate it is suspended.
- If a resident permit is no longer required, and the permit holder cancels the permit within their permit account, a refund for the remaining number of full calendar months will be processed.
- The council may revoke a permit if it is believed that the permit is being misused. Where a vehicle has 3 or more outstanding penalty charge notices issued that have progressed to 'charge certificate' stage (by this stage there is no longer a right of appeal) then a new or renewed permit will not be issued for that vehicle until the outstanding penalty has been paid or the matter otherwise resolved.
- A permit may be suspended or cancelled if it is not used in accordance with these terms and conditions (under these circumstances you will not be entitled to any refund).
- Failure to comply with these conditions may result in a PCN being issued to your vehicle.
- A goods vehicle with an overall height greater than 2.3 metres may not make use of a parking place during controlled hours.
