The Government has published information for park home residents in England on their rights and obligations under the Mobile Homes Act 1983.
Licensing of caravan and park home sites
The Council's Housing Regulatory Services Team is responsible for the licensing of caravan and park home sites and for ensuring the conditions of the site licence are adhered to.
We have a duty to issue licences to all caravan sites within the district, providing the applicant has valid planning permission. The Housing Regulatory Services Team encourages good standards in park home and caravan sites and responds to complaints about unsatisfactory caravans and sites.
Land being used as a park home or caravan site requires a Caravan Site Licence (there are some limited exceptions).
Apply for a licence
If you think you need to apply for a site licence you should contact the Housing Regulatory Services Team to discuss your site and arrange for an advisory visit.
You should only submit an application once you have planning permission to use the land as a caravan site. Further information regarding planning permission can be found on the Planning applications and permissions pages.
A licence application will need to include a lay-out plan of the site to a scale of not less than 1/500. The plan should show:
- all boundaries of the site
- the position of the caravans
- any roads and footpaths
- any foul and surface water drainage
- any recreational spaces
- any parking spaces
- any toilet blocks, stores and other buildings
- any water points and any fire points
Once we have received your application the site will be inspected and the licence issued.
The licence will have conditions attached, including:
- caravan type, e.g. residential, static holiday or touring
- density (the number per acre/hectare) and spacing between caravans
- water supply and drainage; lavatory and washing facilities
- fire precautions and electrical installations
- roads, footpaths, hard standings and parking standards
- administrative requirements
- caravan standards
Fit and Proper Person
From 1 October 2021, unless the site is exempt, the site owner must:
- be a fit and proper person to lawfully operate a park home site, or
- have a fit and proper site manager in place
