The Safeguarding Adults Board (SAB) is a multi-agency board which has been established to safeguard adults with care and support needs at risk of abuse or neglect in Barnet. It is a strategy partnership:
- working collaboratively to develop strategies to prevent abuse and neglect
- raising awareness of risks to adults with care and support needs in their area, including through the publication of our Strategic Operational Plan 2023-26 (PDF 294 KB) and Annual Report 2022-23 (PDF 731 KB)
- analysing data on safeguarding notifications to build up an understanding of prevalence of abuse and neglect locally
- reviewing local safeguarding arrangements and developing mechanisms to hold partners to account and gain assurance that systems are effective, including by carrying out Safeguarding Adults reviews
- developing policies and guidance for protecting adults which are shaped by partners and including the views of adults with care and support needs, their families, advocates and carer representatives
- assuring itself that multi-agency training or policy development has improved safeguarding practice and is improving and enhancing the quality of life of adults in its area.
Board members also work alongside other boards promoting the safety of residents. Such as: the Health and Wellbeing Board, Safer Communities Board, Hate Crime Forum and Domestic Violence Strategic Board.

Forum for users and carers
A Safeguarding Adults service user forum has also been established to ensure the views of service users and carers are taken into account in the work of the board helping to improve services for Barnet residents.
Our members are made up of people from the Metropolitan police, NHS, Council and other statutory, voluntary and community-based organisations.

Findings from Financial Abuse Survey
Our staff at the Barnet Enfield Haringey Mental Health NHS have produced guides following the SAR and Serious Incident reports about referrals to community or voluntary sector support. These reports found that failing to consider a person’s executive capacity before referral may increase the risk of abuse or neglect, including self-neglect. To assist practitioners in considering a client’s executive functioning and ability to take up the offer before referral, we have made a guide with tools and information on local support available. This is part of their risk assessment process.
Practitioners should usually follow up with both their client and the service about any referrals to ensure that adults with care and support needs are accessing appropriate levels of support and to prevent safeguarding risks.

Barnet Safeguarding Adults Board Lunch and Learn
On the last Tuesday of each month Barnet SAB host ‘Lunch and Learn’ sessions for practitioners across our partnership workforce. We would welcome anyone working within voluntary, community, faith organisation and statutory bodies who support adults to stay safe. These sessions will run from 12 to 1pm to explore a range of safeguarding issues.

Report into Transitional Safeguarding
In Barnet our Safeguarding Adults Board and Children Partnership have come together. This is to review how we identify those young people at risk, what support we currently offer and explore opportunities. So that we can share effective and promising practises to impact young people’s lives. Helping them to stay safe into adulthood.
Priority actions have been identified and will be monitored through the Vulnerable Adolescents Community Partnership as all the necessary local authority, health, police and VCS stakeholders are represented. The progress of the action plan will go back to the Performance and Quality Assurance arm of the BSCP. The annual Vulnerable Adolescents strategy will report on this.
Our thanks to all that have contributed to this review and most importantly to the young people that have engaged with the review and shared their experiences.
